PROFESSIONAL EXPERIENCE
Mr. Wholey served
for seven years as a senior staff member in the U.S. Senate, most recently
as Administrative Assistant and Legislative Director to Senate Republican
Leader Bob Dole (R-KS), in which capacity he also handled trade and telecommunications
issues for the Republican Leadership. Previous to that, Mr. Wholey
was Legislative Director to Sen. Alfonse D'Amato (R-NY) and Counsel to
the National Republican Senatorial Committee under Senator John Heinz (R-PA).
Mr. Wholey co-chaired Lawyers for Bush-Quayle in 1988, also as a member of the White House transition team for President Bush. Most recently he was on the Department of Defense Transition team for George W. Bush. He continues to serve as an advisor to Republican Senators, candidates and committees. At different times he has served as special outside counsel to the Senate Committee on Commerce and to the Intellectual Property Subcommittee of the Senate Judiciary Committee. Mr. Wholey is also a frequent guest lecturer, panelist and (on Tribune Broadcasting) radio commentator on congressional affairs and federal and international technology policy.
Before government
service, Mr. Wholey practiced law in Washington with Paul, Hastings, Janofsky
& Walker. He served as an active and Reserve Officer in the U.S.
Navy (Lieutenant O-3) and also attended the Defense Language Institute
at Monterey, California.
